Do these free themes downloaded from NewWpThemes.com have a license other than GPL, even though the license is not specified in themes' stylesheets?

For example, look at this iTech theme
http://newwpthemes.com/itech-free-wordpress-theme/

The free version doesn't let you edit the footer, so it can't be GPL right? I think that's the standard rule on all free themes from that vendor.
