Dion is right, their FAQ page is saying something different.

"Can I modify WordShell?
Yes, you are free to modify WordShell. You cannot re-sell or share
modified versions, though you are free to send them to us and if they
are particularly notable then we will give you a free subscription for
future versions."

"cannot re-sell or share modified versions" is non-GPL.
