[wp-forums] Date/Time Settings in Admin Panel

Hi everybody.
I've recently started contributing in the relatively new Spanish forums,
and came upon this thread:

Basically, the user is having trouble with his/her Date settings. While
trying to help him, I did the following experiment in my test site running
TwentyEleven:
*1.* Set the Date/Time options to UTC+0 and created some posts and comments;
*2.* Changed the settings toa different time zone and created some
additional ones;
*Result:* times in step 1 did not get updated to the new settings, and
still showed the time in UTC+0.

I told the OP that I was gonna check Trac see if any tickets were created
for this, but couldn't find any. Does anyone know anything about this?
