If I remember correctly:

"see one, do one, teach one" is the medical school 'mantra' where students
watch a technique done, do a technique and then teach each other. It's
about making a person better at something (teaching makes you better).

"each one teach one" is about spreading the knowledge as far and wide as
possible. Like spreading literacy, where getting everyone to able to read
is more important than making a small group of folks really good at reading.
