[wp-forums] Something useful for plugin authors

Oddly enough, this code has been in there a while. mdawaffe added it
15 months ago, but seemingly never put a link to it from anywhere.
I'll see about making it more visible.

There is also a plugin-contributor link, like this:

http://wordpress.org/support/view/plugin-contributor/Otto42

This does the same thing, but uses the plugin contributor information
instead. The contributor information is what comes from the plugin's
readme.txt files, and it is also why your plugin readme.txt files
should have your wporg usernames in the contributor field.

In other words:
-Committers can commit changes to the plugin via SVN.
-Contributors are listed in readme.txt files.
