[wp-forums] Can't rate themes

I've had this happen before, too. In fact, I can recreate it right now,
running Chrome 13 on Windows XP, and also on Firefox 8 on Windows XP.

However, I think the issue in my case is being behind a corporate
firewall/proxy, rather than being OS/Browser-related.
