[wp-forums] Add info on closing posts to Forum Welcome

I recently closed a post about MediaTemple sucking monkeys, under the
reasoning that we don't leave reqs for hosting open, ergo we shouldn't
leave ones about why they suck open. Then I realized NONE of that is on
the Forum Welcome!

I think we should put this just above 'Deleting Posts' but I wanted to
spot check if this was the right general idea. And if there's anything I
missed... I'm on coffee 2.0 today ;)

==Closing Posts==
We reserve the right to close posts that are non-productive to the
community. While many time these posts are deleted, sometimes if they had
some bearing on relavancy, we will close them so the information remains,
but discussion can no longer be furthered. This includes, but is not
restricted to, posts on the following topics: Hosting recomendations (for
or against), off topic conversations (i.e. non-WordPress), old posts (i.e.
posts over 3 years old), clearly resolved topics, excessive rudeness or
antagonistic, and requests for paid support.
