A few other issues I've noticed just now..

First the missing bozo flag.
Second is that on the dashboard the "recently moderated" list all the 
topic poster names are showing as anonymous.  A minor annoyance but may 
be symptomatic of something else, so thought I would flag it up..
Third is "spam" is missing again.

I guess plugins are disabled for now, so that would fix 2/3.
