[wp-forums] Memory Bump in 3.0

Just a heads up, the Memory Bump plugin is not needed in 3.0, it is
completely useless. WordPress 3.0 uses the same code as the plugin to
provide 256 MB to all administrators. I'm going to move the "compatible up
to" check down from 3.0 to 2.9.2.

That's not to say suggestions that "you might need more memory" are invalid,
as some servers don't respond to this code, at which time they need to go
into .htaccess or php.ini.
