[wp-forums] Upgrades to WordPress.org forums

I'll be upgrading the WordPress.org forums tonight around 9pm Pacific
= 4:00am Friday, July 9th UTC.

We'll be moving to the latest version of bbPress.

The transition itself will probably take about an hour, for much of
which the forums will be down.

I expect there will be continuing bugs after that too :)

Apologies for the short notice and the upcoming annoyances, but the
outcome will be worth it eventually.
