[wp-forums] Problems with favorites, starting a topic from extend, and tags

Just some issues for consideration by forum devs.

1.  When you 'manage your favorites' you can only view your first page of
favorites.

2.  On some plugins at http://wordpress.org/extend/plugins when you click on
Write a new topic you don't get the form to start a forum topic.  Example:
http://wordpress.org/extend/plugins/tag-suggest-thing/

3. In the forum when you look at the tag that is assigned a plugin (e.g.
sphere-related-content) you see the information about the related plugin and
the topics with that tag.  But some tags, such as
http://wordpress.org/tags/stats you don't see the related plugin.
