How about, *something* like this then?
http://www.vindictivebastard.net/images2/support-forums-example.jpg

1) Get rid of the little search section at top, because even after someone does a search in the big search field.. they'll have the option to search the Codex, and whatever else there..

2) Put the Forum Rules as a link, right above the Installation Forum itself, because that's keeping it in the Forums section itself.. where it belongs..

Also, maybe make that Page/Thread, whatever you wanna call it.. or make it.. with the suggestions you made before Matt, *or*, leave it as is, but.. just make up the RULES in a better format.. minus those current replies that are there.. well, Podz asked me to re-do up the Rules, haven't gotten to it yet, since my hard drive crashed the other Sunday sigh.. trying to get back things I lost..

Or, make it a CSS/XHTML driven page, in a numbered format.. have the rules, from 1 - whatever.. Then, maybe make the FAQS little section, up top .. instead of having the Tags there.. Like the .COM has tags at top, maybe make the FAQS section up there.. above the Search section.. ?? I dunno, just throwing this out.. ;) =)
