Getting relevant links to the Codex through the tag cloud is an
excellent idea.
The search forums bar should stay in my opinion.
I still would like the ugly "Sticky [Closed] Forum Rules" to be more obvious.
In a normal user interface, this is really odd, and doesn't appeal to
new users.
A banner ( or somthing like that ) at the top with a "Read this first",
"How to
use this forum" or by all means "Forum Rules", would have a chance of getting
read IMHO.
Many newbies doesn't know what a "Sticky" is, or that "Closed" means
closed for
comments. They all know ( I'd think ) what "Read this first" means as well as
most other simple english sentences to that effect. This sticky is so far down
the page, that it seems to be intentionally hidden.
