[wp-forums] Codex down sticky

I put up a sticky on the main page regarding the codex being down per Tech
Gnome's excellent suggestion.  I added a few reference sites podz,
Kafkaesqui's template tags, the google cache suggestion.

I closed the tag, mainly so that we could use it again in a similar
situation, without it being cluttered with chatter about the frequency of
being down, etc.  If anyone has objection, by all means, open it up, or
unstick it.
