[wp-forums] TG - Directions on use.

Yes, we need stickies.

We need a sticky on "how to use the forum", which should include tagging. 

How to post a new topic, which still baffles some people.

How to ask a question that someone can answer.

And more, I'm sure...

Another random thought - do we need a sticky called "Using Hot Tags" or 
something similar ?
If they are here to stay, and we are going to edit them, then either we 
assume that people know what to do or we tell them.
