[wp-forums] Forum Stickies

The stickies we have need reviewing and redoing.

A Codex sticky in each section, changed at intervals is a valuable 
resource I think.

The others may be a bit clunky. Right now we have:
* How to make the forums a better and more useful place.
* Lesson: Posting an effective question in the forums
* Read before bumping !
all in the How-to forum.
There must be a lot of overlap in there, the boldness for unanswered 
posts does not exist ..

Rewrite suggestions ?
