[wp-docs] css troubleshooting page

[Lorelle on WordPress]

I have a draft of that page mostly done as it has long been on my to do
list. When I get back to my office later today, I'll forward it to you,
esmi, if you are interested. You'd probably write the same things. That's
really close to the structure I had set, if memory serves.

I really need to clean up all the partial drafts...more life and time! :D
