[wp-docs] Administration Panels/Screens needs updating

Whatever they call it, the top of this article needs serious fixing. We need
to get RIGHT to the point and move the user into getting the answers they
need, not telling them about the history of the various panels. Anyone up
for it?

I'll do that, but will probably wait until the day that 3.3 is released-just
in case something else changes!!!
