[wp-docs] is_tax()

Okay, I've taken a stab at edits.

I would greatly appreciate any constructive criticism, as I would next like
to tackle adding pages for get_post_format_link(), get_post_format_string(),
and has_post_format(), and so would like to know if I'm doing anything
egregiously wrong. :)
