[wp-docs] Collaboration Rejected why?

We do not allow sites to be added unless they feature a post that is
specific to the topic under discussion. I didn't moderate your addition to
the Codex, but that is generally the reason. It is spelled out clearly in
the Codex Contribution Guidelines.
