The programmer in me convinced that Template Tags, Conditional Tags
and Include Tags, filters and actions are actually functions and
probably should not exist outside a Function Reference.

(That is a problem for me. To go to the definition of is_new_day()
without using Codex Search, I have to know that it is /not/ a
Conditional Tag or a Template Tag, even though it looks and acts like
one of those.)

Since Template Tags, Conditional Tags and Include Tags do not fall
under the Function Reference pages in the Codex, perhaps it would be
better to place Global Variables on the same level.

However, some existing pages dedicated to WordPress classes are
tied very tightly with the definition of specific global variables.

     For Example:
     $wpdb http://codex.wordpress.org/Function_Reference/wpdb_Class
     $wp_query http://codex.wordpress.org/Function_Reference/WP_Query
     $wp_rewrite http://codex.wordpress.org/Function_Reference/WP_Rewrite

Another question begs: Should WordPress Classes be under the
Function Reference?
