[wp-docs] RFC: New Global Variables page for the Function Reference

My worry at first is whether or not this page should be in the root rather
than as a sub page under Functions, a minor technicality in Codex structure.
If it is that integrated into Functions, then a sub page is appropriate. If
it is really its own subject and a key part of building functions and more,
then it needs to be its own page.

What do you think?
