[wp-docs] widget docs not in codex

[Mark Styles]

I've now moved everything relevant from automattic.com/code/widgets into 
the codex and documented the undocumented functions I found (minimal
documentation, but better than nothing.

The section "Widgets - One or many" needs expanding, I'm still not clear
on how that part works.
