[wp-docs] Individual Function Reference Pages

I have started uploading new pages [1] for the Function Reference [2]. I 
am bypassing the usual {{Draft}} and {{Stub}} stages in the Codex 
Guidelines [3] and adding new pages to the function reference for 
missing function pages. I /am/ adding the {{Copyedit}} tag because I am 
a new editor.

I will add the [[Category:New_page_created]] tag to each new page. I 
have also added some xhtml comments to the page that can be seen when 
editing.

I am doing this because:

* I want those missing functions documented as soon as possible,

* Creating a page is generally harder than editing an existing page, and

* I am much better at asking for forgiveness than asking for permission. :)

I hope to concentrate on the missing functions already found on the 
Function Reference  first. Then I will start changing the old function 
pages. Next I'll go back to add examples and finally I hope to search 
the source for functions not already found on the Function Reference.

I am quickly realizing that the Function Reference [2] is too long and 
needs to be reorganized (and perhaps split into more pages) to be more 
useful. I'll keep that in mind as I update the functions and perhaps 
inspiration will pop me upside the head.

All suggestions, comments and chastisements welcome.
