[wp-docs] Function Reference a Mess

Actually, for the function reference page, I tended to prefer the bold
links. It made a clear difference between functions that had documentation,
and functions that did not. Of course, I'm sure our goal is for all of the
functions on that page to be links, making this a moot point.
