[wp-docs] Version specific banners for Codex

There are several version specific articles and information related to 
1.2 in the Codex. They are denoted by article title, section title and 
bold references. Yes, the decision was made to create a new document, 
and instead of just adding the old, starting from scratch. During 
Cleanup Week and a bit before, a major undertaking involved grabbing as 
many of the articles from the old Wiki, dedicated to 1.2, and rewriting 
and posting them on the Codex. This included setting version differences 
within the documentation. For the most part, the docs volunteers did a 
great job moving over a lot of documentation.

http://codex.wordpress.org/Site_Architecture_v1.2 are just two of the 
examples of articles covering 1.2.  I understand that the move from 1.2 
to 1.5 version was a major step for security and other reasons, which 
deprecated 1.2. Still, there are articles, labeled and not labeled, 
which apply to 1.2.
