[wp-docs] new codex page for developers/dev discussion?

Nice work.  The redundancy is good (and gave me a chuckle).  The only 
thing I would worry about is the intimidation factor.  I image it would 
be better for a few non-bugs to get through than to miss any real bugs. 
  Should the article be given an encouraging introduction?
