 A UI for showing actions that benefit the user including building a
 general API that can be used.

 The following notifications will be implemented:
 - When new originals are imported
 - When new translations are imported
 - When a translation is declined: #335

 What are no notifications
 - When your translations got validated (Dashboard or find a way to group
 them)
 - Amount of waiting strings (Dashboard)

 Needed for:
 - Notifications for certain actions: #100
 - Email Notification Script: #344
