 Currently there's no option to ban a user from contributing translations.

 There can be cases where such a feature would be useful, for example when
 said user repeatedly adds incorrect translations. Removing the user allows
 him/her to sign up again with the same email address. Banning (blocking
 from adding translations) could be the best solutions in these cases.

 When banned, a user should have the same rights as a non-logged in user;
 read only.
