 Interesting proposal. I admit translation sets is something weird but most
 users don't really know that we even use that. So even if we change the
 logic most users will not know.

 I wanted to switch glossaries to project + locale anyway. Unsure if
 variant is something to consider.

 My only concern is that we lose the ability to define the name ourself but
 I assume everyone was using the "Use as name" link.
