 I don't mind to change the lower case first letter but got a bit confused
 after seeing the patch of stuwest. He is also changing some locales back
 to lower case. Unsure what the reason for that is.


 Also I rather have the property CLDR_locale lowercase and I think it's
 best to have the default value of the property ```fallback``` to null.
 Also I don't think we should include google_play_locale. For the rest the
 second patch looks fine to me.
