 1. A dictionary has already been implemented. It's called a glossary, and
 is available per language and project. See #65
 2. If I understand you correctly, you'd like for a user to be able to ask
 for a translation set (language) being created in GlotPress itself?
 3. Where exactly? The wp locale code is already fa_IR.
 4. Not sure what you mean here. Can you please clarify that?
