 I think non-dynamic handles are the way to go because it makes it easier
 to (document how to) unhook them. I don't think including location
 metadata in the `$handle` is useful; better to have that as metadata
 somewhere else. Let me iterate on the patch and see if I can come up with
 something wrt this.

 We could leave the existing `bp-legacy` naming as a quirk, and use non-
 dynamic names for other scripts like "password-verify".
