Comment:

 Have had lots of discussions about this at BuddyCamp Brighton and further
 ago at WordCamp Europe. This is beginning to look like something we might
 get to before the end of the year.

 I suspect there is probably also a better general ticket for "add user
 capabilities" but leaving this open for now.
