 I am not a huge fan of the name of the new core action, "bp_fully_loaded".
 It is interesting that we have not needed anything hooked to wp_loaded so
 far, and unfortunate we have bp_loaded (plugins_loaded) already. I wonder
 if JJJ has an opinion on naming or how to proceed as these core actions
 are his architecture?
