 [comment:28] seems like overkill. There aren't other places in BP (or WP?)
 where we change button text like this. I think we can come up with
 something more subtle. (And yes, we would need to localize the strings for
 JS.)

 I would vote against 'Submit Bulk Action' (definitely not plural) and in
 favor of 'Bulk Action'. Better parity with WP, shorter, and clear enough.
 If it's *not* clear enough, let's make the text of that option gray, or
 set it off like '- Bulk Action -' to make it clear it's not a valid
 selection. But really, think about it: do you think anyone will really be
 confused by this in the first place? Let's not overdesign.
