 It's currently not possible to moderate sign-ups while they are disabled,
 because the UI isn't available.
 Well, lately (r8152) i've added the bp_get_signup_allowed() check before
 the {{{$this->signups_page = add_users_page(...)}}} precisely because the
 UI was loaded on a non multisite blog causing a SQL error as the table
 $wpdb->signups wasn't created.
 I'm hesitating, or we should check the signups table is available.
