 Could you check the signups that gave you troubles to see if there is a
 corresponding empty "activation_key" in usermeta table. I suspect that in
 your usermeta table you have something like this for the problematic
 signups :
 ||= id =||= user_id =||= meta_key =||= meta_value =||
 ||154|| 45 || activation_key || ||
