 This is a follow-up to #4737.

 Not to drudge up an old trac thread, but considering that a private group
 "moderates" it's new member requests, shouldn't a "moderator" have the
 ability to either "approve" or "deny" a new member request that is in
 "moderation"?

 I completely understand why the ability to 'administrate' a group was
 removed from the group mod capabilities, however, IMO I feel (and as with
 anything, I could be wrong) that moderating new members of a private group
 should/could/would fall under the realm of a moderator's overall role.
