 @karmatosed I've acknowledged up top that work in progress is at #4952

 However, #4952 is clearly defined with a specific target in mind - 1.8 -
 and accordingly has specific timelines and cut-off dates.

 By contrast, #5011 is a broader discussion around what is needed/desired
 without the constraints of timelines and release schedules. Thus I'd
 prefer it if can keep this ticket open and separate.

 We need both focus and vision. Focus is good for delivery. Vision is
 important strategically.
