 The 4222.01.patch has the side affect of the notification counts not being
 updated. It is recreatable if plugins update an Activity object. The new
 Activity Management in 1.6 would also have created the same issue as
 described in this ticket, exposing it to a larger audience. The new
 4222.02.patch adds a filter around whether to send BP notifications and
 emails when the at-mentions are updated, thus capturing all these
 situations.
