#4406: "Switch to WordPress Toolbar" option exists only if BuddyBar is installed

The "Switch to WordPress Toolbar" option on the BuddyPress settings page
exists only when you select the checkbox on the BP Update Wizard.

Now, navigate back to the BuddyPress settings page, check "Switch to
WordPress Toolbar" and save the settings. You are now no longer able to
 view this option.

Some users on the support forums want to know why this option disappeared.

I've already directed these users to the
 [http://codex.buddypress.org/releases/version-1-6/upgrading-to-1-6
/#important-changes-to-know 1.6 upgrade codex article] that it's possible
to override this in bp-custom.php, but I think we should reinstate this
 admin option.

Attached patch reinstates this option regardless if the WP Toolbar or
 BuddyBar is installed.
