 function {{{bp_is_active( 'blogs' )}}} still returns true although I have
 deactivated blogs.

 I found out because the admin bar still show the "Visit Random Blog"
 option.

 Deactivated after the setup routine. Please let me know if you need more
 information. Using WP 3.1-RC3-17365 & BP rev 3962.
