 Just activated 2274 on a fresh 2.9.1 WP single install.

 While it appears that Buddypress is running OK, there is no menu in the
 admin backend area to allow me to change the general/component settings or
 to activate the forums.

 Buddypress is the only active plugin and the bp-default theme is active.
